Egypt is an intensive user of modern technologies to improve agricultural productivity in view of the natural resource base scarcity and population pressure. With this in mind, the very creation of the Ministry of Agriculture in the beginning of the 20th century was preceded by the establishment of technical divisions and the development of research capabilities. These endeavors culminated into the creation of the Agricultural Research Center (ARC) in the early 1970s.

Detailed aims include: 1- Developing and releasing new high-yielding early maturing varieties and hybrids, which are also resistant to pests and tolerant to adverse conditions (salinity, drought and high temperature); 2- Producing high quality breeder and foundation seeds for all the recommended commercial varieties to maintain their genetic purity
The main goal of HRI is to enhance the productivity of horticultural crops in quantity and quality to meet local and export demands with special attention to horticulture crops that are best suited to Egyptian climate.
